Why would they want or need to get out IF, by pushing, they can get the conservative bureaucracy to reverse itself and become more liberal by overturning onerous regulations and helping enhance the freedoms and serving the needs of the community instead?

You'd be right except for the FACT that in this case it was a bureaucracy created in the image of conservative greedy developers that was overturned by liberal citizens and homeowners. So what ultimately did happen IS fitting and eminently democratic. The only problem is that you reversed the ideological labels of the parties involved.
